In some cases a fascination with child sexual abuse material can be an indicator for acting out abuse with a child. CSAM is illegal because it is filming an actual crime (i.e., child sexual abuse). Children can’t legally consent to sexual activity, and so they cannot participate in pornography. It may also include encouraging youth to send sexually explicit pictures of themselves which is considered child sexual abuse material (CSAM). The U.S. Department of Justice defines CSAM, or child pornography, as any sexually explicit images child porn or videos involving a minor (children and teens under 18 years old). The legal definition of sexually explicit does not mean that an image or video has to depict a child or teen engaging in sex.
Adults looking at this abusive content need to be reminded that it is illegal, that the images they’re looking at are documentation of a crime being committed, and there is a real survivor being harmed from these images. ‘Self-generated’ material is something that has risen year on year and a trend we are constantly monitoring. In most situations you do not need to wait to have “evidence” of child abuse to file a report to child protective services of police. However, it is always best when there is some symptom, behavior or conversation that you can identify or describe to a child protection screener or police officer when making the report.
